In 2007 Khandan was called to represent Iraq in the qualifying match for the 2008 Summer Olympics against Australia, but he didn't make it to the final list. He was on the subtitutes bench in an international friendly against Jordan in 2007, a game which ended 1-1, but did not play. Iraq's Jorvan Vieira decided not to pick him for the Asian Cup because of his lack of experience at international level.
After failing to represent Iraq in the Football at the 2008 Summer Olympics - Men's qualification, Khandan took the chance to represent his regional side in the 2008 VIVA World Cup with Iraqi Kurdistan and scored his and his team's first goal in the tournament against Sapmi football team, the match ended 2-2. As the Kurdistan team is not recognised by FIFA, he is still eligible to represent Iraq.
